When there is no TANF child in the budget group, a person who qualifies as a specified relative may receive TANF benefits if at least one of the following apply:
The person is a specified relative of a child receiving SSI or in the Subsidized Permanent Legal Custodianship (SPLC) program who meets TANF age and deprivation requirements.
The person is a pregnant woman with no children, or with children who are not receiving TANF, and exempt from the minor parent requirements.
The pregnancy and the expected delivery date are verified by a physician, clinic, or other medical source.
The fetus, if born, would be eligible for TANF.
The person is a specified relative of a child in a separate special budget with a program status code.
NOTE: The budget containing the specified relative without the EC is also eligible for TANF.
The person is a specified relative of the only dependent child who would be in the budget group, but the child is not eligible because of a RESET sanction.
